Colleen Kelly, JD

Ms. Kelly brings more than 15 years of legal and compliance experience in the life sciences industry, with deep expertise supporting the development and commercialization of pharmaceutical products and building legal and compliance capabilities for growing biotechnology companies.

Prior to joining Palvella, Ms. Kelly served as Vice President, Legal and Chief Compliance Officer at Agile Therapeutics, where she led the company’s legal and compliance efforts as it transitioned from clinical development to commercialization, including the launch of its first FDA-approved product. In this role, she advised on regulatory strategy, promotional review, commercial operations, healthcare compliance, corporate governance, financings, and strategic transactions. She has also advised pharmaceutical and life sciences companies on commercial launch readiness, promotional review, healthcare compliance, market access, and commercial contracting.

Ms. Kelly began her legal career in the Philadelphia office of Pepper Hamilton LLP (now Troutman Pepper), where she represented pharmaceutical and life sciences companies in products liability litigation and white-collar investigations and advised clients on regulatory matters. Ms. Kelly earned her J.D., magna cum laude, from Temple University Beasley School of Law and her B.A., cum laude, from the College of William & Mary.
